Being a member of Congress, you have to be deductive, study it, learn it. Hearings, constituent meetings. But sometimes when you’re the leader, or you’re the speaker, or an executive like the president of the United States, or a governor, you have to act intuitively. And the minute you hesitate, everybody starts to protect their interest, which reduces your success.

Act. Nine out of ten times, you’ll be right. That’s not a bad average.
